LibreOffice Draw, OpenOffice Draw, and Pencil Project all have drawing
objects for flowchart style drawings.

I don't think any of them understand a flowchart as a high level object
with syntactical rules though -- does Visio? If you just want to draw
flowchart bits on a canvas, one of those apps will work for you.
