I just recently have re-licensed a library. It's originally under the MIT license and any new code is under GPL v3. They're compatible so I can take patches from the upstream project and integrate it into mine, but my patches cannot go back into the upstream (unless I explicitly mark them as MIT).

So yes, if you fork it and modify it, your modifications can be under the GPL or AGPL or LGPL as long as the original license is compatible with *GPL.

I've never really been sure how licensing / relicensing work. I am trying to figure out first: what it means for a license to be GPL compatible (because I think I'm misunderstanding); second: is Apache 2 compatible with v3. According to a third party (.. can''t remember who sorry), FSF says no but Apache says yes. And third: if I fork something, then modify it, do I now have the authority to copyleft it as I wish or can compatibility bite me.
