That specifically relates to the cost of providing the source code
when you have distributed a binary version. Basically, the GPL says
you cant hold the source code hostage for a high mark-up if you have
distributed the binaries.

It doesn't put any limitation on selling the source on its own (such
that it is not part of a written offer of source for having already
distributed the binary) and it doesn't set any limitations on what you
can charge for binaries.
