It's perfectly feasible for a license to say it is one-directionally compatible (i.e. explicitly allow relicensing or use in a project of a particular license) without the other license saying anything about it. I can write a new copyleft license today that is explicitly one-directionally compatible with the AGPLv3, and no change to AGPLv3 is needed for that to work.
