The property 'staff-padding' was in disagreement with its documentation in version 2.16, possibly since it was first implemented. (See commennts 0, 16, 17)

The description of 'staff-padding' was and remains "Maintain this much space between reference points and the staff."

Some values for 'staff-padding' were chosen based on the documentation, such as the defaults for TrillSpanner that request one full staff-space between the staff and the centerline of the spanner. Other values were adjusted based on behavior of the program. Thus the single NOT_SMART rule to mention the one change in behavior between 2.0-ish and 2.18.

The only temporary situation is Trevor's independent fix to the 2.17.x documentation for aligning text on a baseline (which never really worked before). This uses a clever trick with Y-extents, but that trick doesn't work well in 2.16 because the Y-extent clears protruding notes, not just the staff, in that version. Less confusing to fix the intended behavior.
