The solution does not use exactly the syntax at the top, but

global = {
 \time 3/4 s4*3*10
 \time 4/4 \tag #'coda << s4*4*10 >>
 \bar "|." }

\anchoredStuff = { \tempo "Extremely slow" c'2 e' }

globalVariant = \pushToTag #'coda \anchoredStuff \global

The original \global remains unchanged, and the new \globalVariant is  
distinct music expression as if you typed
globalVariant = {
 \time 3/4 s4*3*2
 \time 4/4 << \anchoredStuff s4*4*2 >>
 \bar "|." }

Instead of the simultaneous <<..>> the \tag can be on a sequence {..} if  
you want \globalVariant to be longer in duration than \global by the length  
of \anchoredStuff
