Hi Steven, I think LilyPond is confused because you called set-global-staff-size several times. In my eyes, as this is a global setting, it shouldn't be done more than once. Remember that a score is processed in several passes. So you should just use layout-set-staff-size instead. See http://lilypond.org/doc/v2.19/Documentation/notation/setting-the-staff-size and your corrected code below. This produces correct output.
