In placing two text elements (words, or syllables not belonging to the same word) under one note, I'd like to place an arc under these text elements. Any one knows if that can be done in Lilypond, and if yes, how?

Lilypond calls this a "lyric tie". All you need is a swung dash (sometimes referred to as a tilde) between the syllables. See https://lilypond.org/doc/v2.20/Documentation/notation/common-notation-for-vocal-music#multiple-syllables-to-one-note .
