I think you need a much more specific answer from BT about how they mean that the call shall be made.

I guess that Vadim means to bypass Linphone totally and use the phone's native method to make an emergency call with its built-in method for calling.

Is that ok for you?

The alternative is to ask BT if they have a SIP interface for emergency calls and if it e.g. is according to the way that is specified by EENA in EENA NG112, and have your app do the call according to

This is however quite complex and requires that you have ambitions to become a quite big carrier. And BT or UK may not yet have that call interface.
