It seems that the top level Makefile is not setting or exporting
$mkinstalldirs; if I export it as:

/bin/sh /usr/local/src/linphone/linphone-1.3.99.4/mkinstalldirs

The install completes (caveat: I needed to place a zero-length
file named: GNOME_LinphoneApplet.server in gnome to complete the
install since I wasn't able to build it yet.
