Maybe - it depends what you mean.

You can attach an analog handset to a SIP adapter with an FXS port. You can 
then make SIP calls to and from the handset. Cisco, Grandstream and others 
make such adapters, but they often cost as much as a dedicated SIP handset.

You can use a device like the Yealink B2K which connects the handset to the 
computer over USB. The handset appears as both a USB audio device and a 
nonstandard input device. These are somewhat uncommon, but cheaper. Yeaphone 
(a SIP client using liblinphone) had at least partial support for this device.
