I'm not an expert, and my system is considerably different than yours as I use
an LFS system.  But I can tell you that the requirement for LIBV4L2, on more
modern systems, is supported from being built in to the kernel.  I had the same
problem when I went to put linphone on my system and the solution was to
recompile the kernel to include support for libv4l2. If your specific distro has
some package that will add it after the fact, then I would check forums for your
distribution on what the package might be.
