No I don't think you need the android 2.3 (gingerbread) because that's if you want android to have a sip stack but with native android sip stack you can't make calls through mobile operator, only have option of making sip calls using wifi.  Also for you to be able to call a sip address you have to put in the persons sip address as a contact in android 2.3 (Gingerbread).
