Yes, it is what I do, trying Linphone as using Ekiga:

mime=PCMA
rate=8000
enabled=1
channels=1
[audio_codec_1]
mime=PCMU
rate=8000
enabled=1
channels=1
About fax speed, I think every faxes first attempt to establish
communication at 300 bps and this stage already fails...
