I've seen this problem on ArchLinux for about a month. In fact, I can't use any configuration in Linphone, as I get the same or similar errors. I am using linphonec to see startup messages, and I see the following using my account with Callcentric:

I did in fact supply the password for the account when I started Linphone using the configuration assistant, but the Linphone desktop app refuses to place any calls, and also does not ring. I tried also a GrooveIP SIP account, and exactly the same events occur. So I can indeed confirm that there is a breakage here, at least on Arch running linphone 3.10.2-3 as reported by pacman.
