Linphone 3.x (3.10.2 specifically) will show the available sound cards and make calls just fine.

 

Linphone 4.1.1 shows no available sound cards and will (presumably) not make calls.

 

Linphone 4.1.1 Windows UI works fine.

 

I’ve been avoiding building linphone myself, and I’m using the release binaries.
