Its almost certainly the router's problem.

If I was you I would report it to router/firmware people

best way to report it is a test case the demonstrates the problem like this

baseline config/0 state

• software version#s from both sides
  
• configuration for both sides
  

steps to reproduce

observed behaviour

• what happened
• logs from both sides including a sip trace
  

expected behaviour

• what should have happened
•

The problem occurs only with iOS-9 + UDP. When using TCP is fine!

I didn't tested latest iOS + UDP. Android + UDP is fine.

What logs are helpful?
