You may want to recheck those account settings. It is clearly trying to make a call through sip1.linphone.org, not voip.ms.

When this first started it would abort dialing and pop back to whatever screen you dialed from.  I noticed he had very low free space. Now he has lots. I removed the app, rebooted his phone, re-installed it. Input the info and adjusted the settings, but its doing the same thing again!
