For corroboration: A similar bug report was filed against Linphone
4.2.5 in Debian:

A commonality that I see is that the submitter was also sending from a
negative timezone (-0300).  While investigating this I suspected it
was a timezone issue with Qt libraries, but eventually gave up as I
found no obvious bugs.
