I don't believe it's possible (without hacking mailman I suppose), but
(as you almost surely know, but just in case ...) there is
forward_auto_discards, so at least discarded messages can get emailed to
the administrators.

It is for exactly these kinds of reasons that we always recommend
keeping the discard_these_nonmembers list empty and
forward_auto_discards true.

FWIW, we tried to write down our accumulated recommendations (and
requirements) at http://www.nongnu.org/listhelper/mailmanconf.html.
