more debbugs-submit discards

Hi,

The original reports for these:

http://debbugs.gnu.org/cgi/bugreport.cgi?bug=14133

were also mistakenly discarded. For some reason, I no longer can seem
to figure out from the Mailman logs why a messages was discarded, so
this may not be listhelper's doing, it may be the non listhelper
moderators.

BTW, when I say the original report, I mean the first message in each
bug report. Eg

http://debbugs.gnu.org/cgi/bugreport.cgi?msg=5;mbox=yes;bug=14133

I re-injected these messages into the debbugs pipeline to create the
debbugs reports.
