    Revise some comments on hypothetical-rate disclaimers
    
    These bits of text had been flagged for use with the existing
    'HypotheticalRatesFootnote', but that has a different function,
    and is already used for the same formats. These are better
    suited to a future 'HypotheticalRatesHeader'.
