Liut 3.13 Win32 binaries available

Sorry it took so long.  Win32 binaries of 3.13 are finally available.

Differences from the 3.13:

. fixed memory being clobbered in PDF backend
. emit media size in PDF (thanks Chip)
. kerning in PDF backend taken directly from AFM
. rewritten collation support, should be faster
. don't set stdout to binary mode for plain text output
. fixed index keys in user's guide for @DropCap* and VMerror
