But you're also going to have to configure the laptop to communicate with the subnet the static IP address is on too. And you're stuffed if 192.168.* (or whatever you're using) is already a valid subnet connected to the laptop.
A broadcast to 255.255.255.255 will be seen by every host on the same side of a gateway router, directly connected with a cross-over cable or not. The configured gateway for each subnet is not relevant.

Of course, your device should also reply on 255.255.255.255 <http://255.255.255.255>
