Not really. The relocation plans were made in 1993 and early 1994,
when universities were still feeling the consequences of the global recession
of the '80s, and the drastic cuts of federal support via grants in the US.
Lots of universities, MIT included, sought to cope via commercial financing
in one or another way. But structure always affects function. What was
planned in 1994 was that the W3C be a:

market", the MIT contingent succumbed to:
