I've just run another test, and it looks like retrieval of a PDS member
works.  The test system has a partitioned data set called
'PUBLIC.NFS.TARB' with many modules, including TELNETSE and MAKEFILE.  The
former was brought into Lynx directly with:

./lynx -cfg  lynx.cfg "ftp://epaibm.rtpnc.epa.gov/nfs.tarb(makefile)"

The quotes were necessary to protect the parens;  escaping them with %29
and %28 didn't work for me.  The time delay didn't happen in this case so
that seems related to building the ftp root file list.

Note: use the above file only as a test.  It has copyrights in it.
