Never experienced it working for Japanese.  Two recent examples would be:

       [31]"IE3.0=?ISO-2022-JP?B?GyRCJTslLSVlJWolRiUjPmUkTiVQJTAbKEI=?="

and

   3379. [4]"Re: keyboard scrolling on Netscape (X11) ?" - NISHIJIMA
       Takanori -- =?ISO-2022-JP?B?GyRCQD5FZzknRkEbKEI=?=

There's certainly no Japanese there that I can recognize.
