No, the document you ask about does not exist.
Evidently, in your rapid browse through "all the Lynx pages"
you did not stumble upon
http://www.access.digex.net/%7Easgilman/lynx/FAQ/
where this is discussed: why not and what web-authors should
do instead.
If you design your WebPresence so that it can be understood clearly
in a text-only view, then Lynx processes enough tags to present
your pages with that clarity, with the notable exception of <TABLE>
where alignment between rows is lost.
