[Al Gilman proposes a where-it-says clause in a URL]
Al, you may want to check out the XML initiative[1]. Phase 2,
unveiled at WWW6, is the hyperlinking specification. For the first
time on the World-Wide Web, there is a standardized method for real
hypertext; that is, the addition of links in other people's data.
The linking capabilities are not restricted to use with XML documents;
XML-link can be used to link a portion of an HTML document. This
would obviate your proposal.
Caution: The XML-link specification is at a draft stage and is
*highly* volatile. However, it is worth reading to see where things
are going.
BTW, was anyone else at the Web Access Initiative launch[2] on 6
April? I didn't see any familiar lynx-dev names in the attendee list.
I'll post notes if people are interested.

"Given the explosive growth in the use of the World Wide Web for
publishing, electronic commerce, lifelong learning and the
delivery of government services, it is vital that the Web be
accessible to everyone. The Web Accessibility Initiative will
develop the tools, technology, and guidelines to make it possible
to display information in ways that are available to all users."
