I do not understand this sentence. What about
<A HREF=1>
<A HREF=2>222</A>
or, with non-modified, standard 2.7.1 parsing,
<b>blah<A HREF=1></b>blah 1</A>
<A HREF=2>blah 2</A>
Or are you only talking of the ideal world?
