If anyone were to try this, no site in the US would be willing to
carry the lynx source code, for fear of incurring the wrath of the
US government. If it were only to be distributed to US and Canadian
citizens, this might get around the export laws, but would bring
compliance with the GNU public license into question. There really
isn't a simple answer until the US changes its cryptography export
policy.
