On many (most?) BSD based systems that I have used, there is a call to
I think tset that intentionally reads the terminal info into TERMCAP.
The screen command is an app that does this.  This is intentional - 
it provides the user with _one_ file read for terminal info - accesses
by applications after that are simple string accesses.

This is EXTREMELY common.
