The commentary in lynx.cfg tells you that you can't redefine SUFFIX
in lynx.cfg. What you need is a separate file called .mime.types (or
whatever name you specify for PERSONAL_EXTENSION_MAP in lynx.cfg),
with a line that looks like:

application/start-tar   tar
