I'm quibbling about those, plus free public access systems.  A friend of
mine runs a system which is free, allows local dialup in the Santa Cruz
CA area, and gives full shell access with all the latest utilities and
toys.  Basically it's his desktop at home, but hey, why not let people
use the excess CPU power and disk space?  It isn't running Windows, so
allowing other people to use it doesn't destablize it...

He has >1300 users.  At least 500 of them are active (defined as "logs
in at least once a week to check mail").

Systems like this may be rare, but they definitely exist.  I know of
several others.

If you had written "Use on a shell account would _typically_ be
commercial use", I wouldn't have said anything.  You were too absolute.
