HTML 4.0.

The contents of a can only be %inline elements, whereas dd can only 
appear immediately subordinate to dl.  Both are sufficient for error
recovery to infer a /a.

Note that weblint is really a style checker, for this you want something
like nsgmls, or the web front end to it at validator.w3.org.
