I can't ever remember seeing a main page that has titles for the links;
it is much more likely to have all the anchors elements containing
"click here". Even for the odd page that follows style guidelines,
the contents of A elements only needs to make contextual sense within
the immediately surrounding text, whereas a well designed title should
be, to a first approximation, unique across the whole web, as it can be
used out of context in bookmark files and in search engine results.
The contents of an anchor is not a title, even if it is more sensible than
"click here".
