They are in the January 1998 working draft for CSS2, although I suppose
they could have been dropped since.
The whole problem, though, with emulating frames with position styles is
that Netscape's handling of them is so broken that a design which falls
back gracefully on pre-frames browsers will mess up on the later, Netscape,
browser. Combined with the tendency of most authors to cut and paste, I
a not convinced they will ever by used except for animation.
