I also think additional information is needed for Lynx for Windows.
I'm afraid that dial up users and users in the fire wall can't start
Lynx because STARTFILE is set as a remote file in lynx.cfg.

I wrote a simple program. It generates a batch file,
which sets the HOME variable and starts Lynx by indicating HELP File
as a start file.

You can get it from this URL.
    http://www.t3.rim.or.jp/~patakuti/lynx/p-set102.zip

This is a document of it.

p-setup explanation file
------------------------------------------------------------

p-setup is a program for setting up lynx on Windows Environment easily.

Of cource you can set up Lynx without p-setup. If you want to do so,
please refer documents attached Lynx archive.

1 Files

    p-cfg-jp.txt
A file is for your setting. This file is used when you select
        Japanese environment.

    p-setup.c
        source file of p-setup.exe

    p-setup.exe
        A executable which generates p-lynx.bat.

    p-setup-jp.txt
        Explanation file in Japanese

    p-setup-en.txt
Explanation file in English (This file)

    p-lynx.bat
This file is automatically generated by p-setup.exe. This file
sets the HOME variable, starts Lynx by indicating HELP File as
        a start file.

2 Steps for executing p-setup

1 Download p-set102.zip and extract it on the same directory as
    Lynx for Windows.

2 Double click p-setup.exe and select English when you ask
"Select Language", (Of cource it's OK selecting Japanese
    if you are Japanese).

3 Close the window, when it shows "p-setup has Completed".

3. Executing Lynx

Double click p-lynx.bat to start Lynx.
