lynx-dev what's the story on configure option --with/without-charsets

I didn't really intend for

Lynx compiled with the --without-charsets option, or with a --with-charsets=
list has broken CJK handling.

You can get nearly as small a binary and still have CJK support using the
following approach, for whomever might be interested:
