lynx-dev --enable-htmlized-cfg and --enable-gzip-help problem

Subject: lynx-dev --enable-htmlized-cfg and --enable-gzip-help problem

 I tried to install-help for pre1 configured with --enable-htmlized-cfg and
--enable-gzip-help  and found that *toc.html refer to uncompressed variant of
html (so all cross links are invalid).
