Actually the first. Back when I suggested automatically handling
SIGWINCH, the other developers objected to it (mostly a matter of
preference, as I recall).
There are technical issues: if you repaint a screen, it clobbers form
contents (because the page reloads), and if not cached it forces Lynx to
reread the page from the remote site.
I seem to recall those being mentioned, as well. But at the time, my
impression was that there was also some reluctance to do this automatically.
