There is a difference - increaing slots, which I presume is (more) buffering, decreases time.

I don't think this buffer is that big. Manual says default value for of --out-slots is 64 for plzip. That would mean they bot have similarily big output buffer, but the difference in time suggests the output buffer for lzip is much smaller.
