I think I know now why it works for me but not for you:

As you are in France, you probably use a French AZERTY keyboard layout.

And on such an AZERTY layout, the ~ is on the key which unshifted
produces é and shifted the digit 2. From the "oss" section in 
/usr/share/X11/xkb/symbols/fr:
    
    key <AE02>  { [           eacute,                2,           asciitilde,   
             Eacute ] }; // é 2 ~ É

And to get ~ or É you need to press the AltGr key.

I am using a variant of the US English keyboard layout where ~ is available on a
key without pressing the AltGr key.
