        Did you do a substitute in the CVS/Root files or a regular checkout ?
Note that m4 does *not* have a CVSROOT sub-directory. i.e. you could:

        cvs -d subversions.gnu.org:/cvsroot/m4 co m4
        cvs -d subversions.gnu.org:/cvsroot/m4 co CVSROOT

but not

        cvs -d subversions.gnu.org:/cvsroot/m4 co m4/CVSROOT

        Does that clear the problem ?
