That's old, and has known security holes.  You are advised to upgrade.

All m4 tarballs are available here:
ftp://ftp.gnu.org/pub/gnu/m4/
I'd recommend getting m4 1.4.16, unpacking the tarball, then running
./cnfigure && make as a regular user, then as root, running 'make
install'.  Much as you would do for any GNU software.

Whether or not there is a pre-built version of a newer m4 binary
floating around in the AIX community is something that you would have to
ask AIX folks about, since this list is only concerned with the source
code distribution.
