I don't know what you mean by `continuation empty lines'.  If you want
to make your style the M4 policy, I guess that would involve putting
spacer lines between descriptive per-commit headers and the file
entries they describe; and where the blank lines between actual
commits warrant it, putting in an extra date/user/email heading,

Eeek!  I am a consisentcy nut, and that would upset my delicate
sensibilities :-O  ;-) I really don't mind what style we use
(providing it is not gratuitously incompatible with the GNU
standards), as long as we make a definite policy that future
maintainers can read, and as long as we apply it consistently to the
existing ChangeLogs.
