Good point.  Probably not.

However... I assume we will be shipping pregenerated tests?  The
bootstrap script's job is to take a fresh cvs checkout and move the
working copy into the same state that a freshly unrolled distribution
tarball would be in.

I open to persuasion that this is a bad design choice...
