Between the time I posted to m4-patches and you applied it, tar updated
their ./bootstrap in a different manner:

Apparently, both wget 1.9 and 1.10 support --cache=off, removing the need
to test for WGETFLAGS (which, by the way, you did without using $WGET).
Since you borrowed func_update_po from tar, you may want to use their
patch instead to make it easier to track future updates that tar might make.
