update gnulib

I'm getting closer to the release of 1.4.14 (if I can find a large enough
block of free time).  Along the way, I'm pushing this to all the branches
(porting to the master branch is interesting, since newer gnulib doesn't
use link-warning.h anymore, so it also involves a tweak to the gettext.h
rule in Makefile.am).
