I don't get a failure now, I expect because you turned off po updates.I don't recall trying to bootstrap from scratch when I installed that patch, so I imagine that it worked because a previous bootstrap worked.
I guess what I need to do is release m4 1.4.18b to get a tarball with the .pot file, send that to the translation project, then wait a week before actually releasing 1.4.19 to see if I can pick up any .po files.
